Fill the tube structure and then drain and you will get good coverage and it won't rust. If you are going to weld up a tube structure also make sure that if you get condensation in the tubing it can drain out. If it can't drain then make sure there is a rust preventative coating inside the tubes.

that is what i did. i rounded the edges of a nut with a bench grinder and then drilled the existing hole in the frame until the nut would fit. i threaded a bolt into the nut to protect the threads and used a jackstand to holt the bolt/nut into place. then i welded the nut into the frame and remove the bolt and you are done. high5 it's one ton o .
I would do it #1 way, without any room left, and snug the 1st nut up after tube is in rim, then lock the 1st nut with the 2nd one. You really don't want the tube to spin at all, no matter the pressure of air in the tire. If the inevitable happens, and your tube loses air, there isn't much you can do to prevent tube damage if you aren't aware of it. Regardless, unless the puncture was right there at the valve stem, it has worked fine and you could choose to reinstall as it was, or put the nut on the outside, or do away with the nut.
